Professor Rowan is the top authority of Pokemon in the Sinnoh region. He cuts a hard and intimidating figure, but he's not as harsh as he seems. This doesn't mean he's a pushover - he won't take any nonsense and doesn't tolerate liars. Perhaps, sometimes, his judgement can be a bit hasty.
Rowan is probably in his 60s and should have a fairly low, gruff voice. Intimidating, yes, but with a warmth inside.
