Jigglypuff is a Pokémon that has a beautiful singing voice that lulls others to sleep. Often shown to be mischievous and make pranks on those caught asleep.
In these comics, Jigglypuff is depicted as a cocky and prideful individual, often mocking those s/he defeats and being motivated to go to extremes to become the best when they are considered the worst.
Since Jigglypuff doesn't canonly say anything other than "Jigglypuff" and various quips based on it's name, the voice is largely up to interpretation, and I don't have an official reference. But I'm looking for something of a higher pitched voice with a cocky attitude for sure.
(Mocking an opponent after just having defeated them)
