Raquel is the fairy partner of Rikka Hishikawa (Cure Diamond). He loves being around Rikka as he gives her the power to transform into Cure Diamond. He is responsible and often sees people as having hidden motives just like Rikka does as well. He also has the power to transform into a human boy with childish features as seen in episode 29. 

He says quel at the end of his sentences.
