In Japan, (at least in the city of Nagoya), this announcer might be best described as a mature, cool-voiced woman. The same is true in this show, though I have never ridden the buses in Tokyo (let alone twenty years ago when this show takes place), so I cannot vouch for that personally. I would say it is a good bet, however.

That said, though the first choice would be a voice like the ones actually used in Japanese city buses, any announcer voice that sounds like it could pass as a pre-recorded bus message would work great!
