Tumble is described to be more of a bully than a mastermind, and is the brother of his partner, Rough. He is also an adversary of Sonic the Hedgehog.

Since he has no existing voice, I'd say it's up to some interpretation. Though I'd highly suggest a voice type similar to the English Dub voice for Broly from Dragon Ball Z: https://www.youtube.com/watch?v=4CxFhzZce1U
