Albino is a longtime friend and rival of Jeff's. Chirp doesn't really like him, as he was wild and crazy in their platoon in the Kamen war. He is also a bounty hunter more known than Jeff, and runs the Black Paw Syndicate; a hideout for underground criminals and job offers.
