Arlon is a renown mercenary who has been paid by the mafia to assist in their operations on this colony. He was hired in direct response to Twenty-Seven's increased meddling in their operations. Marcozo was a gen 1 Spartan IV drop out who worked as a gun-for-hire until finally being given the chance to get his hands on some authentic Spartan gear and a much higher pay rate.
He is cocky, as most villains are but is reaffirmed by his real life skill. He may not be a full fledged Spartan but he wouldn't think twice about fighting one.
Voice: Arlon, despite his casting, doesn't have the "chain-smoker on Mt. Doom" voice trope. A general range outside of that stereotype is preferable.
*Condescending* You can dress your goons up however you want. You're dealing with a Spartan. She'll tear through your cronies like paper. You need me.
*Mocking* I dunno miss. You seem a bit out of your element here.
