Apollo is one of Zephyr's four rivals. He takes after the jerk rivals of early pokemon games, like Blue and Silver. He's got a full-on god complex, comes with the name Apollo. (Although greek gods don't exist in Pokemon so it's just a coincidence.)
Much later in the story it's revealed that he's the son of Amelia, who's a bubbly woman with an american southern accent, so if you want to, you can include a slight accent, but it's something that he would be trying to hide. I don't mind it not being present in any aspect though.

The sides they read from:
Yeah, I’m sure you’re desperate to go back to bathtime, *cough* loser, but you’ve gotten the attention of a god now, so you better pay attention!
Yeah, but mine is just the stinkin’ fourth gym. Your endorsement is from an Elite 4 member, so I have to defeat you and revoke her endorsement.
You haven’t seen the last of me, Zephyr! When you look up at the stars, you better think of gods. And when you think of gods, think of Apollo!
