Rich Count, flamboyant, foppish

Count Dookington is a witty genius, and the city is lucky such a man holds the office of Count... at least, that is the unflappable belief this buffoon of a man seems hold. Unfiltered, unbothered, generally excitable and enthusiastic, and deaf to anything less than praise. He might be described as morbidly patronizing and tactless; a permanent trait, due to his complete incapacity for self-awareness.

He speaks in a bobbing, bouncing fashion, constantly pursuing rambling tangents. But beneath his wobbly hair and foolish grin burns a specific and secret ambition, an unbreakable and priceless obsession. When his attention rests on that ambition (as it does when he is alone) his character changes completely. He becomes grim, focused, and somber.

Count Dookington's mannerisms were partly inspired by Bertie Wooster (Jeeves and Wooster the tv series), but he doesn't necessarily need to emulate that character - we are fairly open to any accent/voices. All characters must speak English clearly.
