Aldus Hill is Charles' father, a high ranking official in their futuristic civilization. He cares about his society and his job, but he cares about his son more. These lines are meant to convey someone (probably the only one in Charles' world) who feels comfortable enough being harsh with Charles, but they should also convey compassion and concern. Charles frustrates Aldus, but Aldus's love for his son never wavers. There is also somewhat of a humorous element to Aldus, but it's very subtle.

It’s the Chancellor’s goddamn family. When we lost two Graces to retirement, they were replaced with members from the Cane family, the Chancellor’s second cousins or some shit like that. All the sudden nothing gets done unless they have some invested interests

The shit I had to go through to get you reinstated must have aged me by at least ten years. Don’t get me wrong, I want you back to work, but the bullshit you pull in this city doesn’t sit well with the Cane family.
