As members of the Westside Citizens Militia, these volunteers patrol the streets and man the walls of Westside, keeping the peace as best as they're able to given their dearth of resources and the general instability of outer Vegas.
In gameplay terms, they populate the town and provide all manner of world building and quest reactivity through their ambient dialogue, as well as serving as potential enemy variants depending on certain player choices.
