The Westside Founders are a breakaway faction of the Westside Citizens Militia. Following the lead of former Desert Ranger Luis Pakhar, these longtime locals adhere to an uncompromising, hardline stance on law & order, while also opposing the methods of the idealistic Westside Co-Op, which is much more accepting of out-of-towners.
In gameplay terms, they populate the town and provide all manner of world building and quest reactivity through their ambient dialogue and scripted conversations, as well as serving as potential enemy variants depending on certain player choices.
