This isn’t really Devereaux but Henry’s image/memory of her. She appears to him alone and talks to him (It’s a side effect of being near Storm Mother). To Henry, Devereaux was a mix of captain, mentor and cool aunt. Play her as a sympathetic authority figure - remember this is what Henry wants Devereaux to be, not the real Devereaux.
