A sorcerer working under Genichi Sojo, the main antagonist of the arc. He’s sent by Sojo to capture Char after she escapes from the experimentation facility to bring her back, engaging in battle with Chihiro.
Norisaku is a cruel individual with little value for human life. He verbally berates Char and will stoop to nasty means to succeed in his mission. However, he does show remorse after the fact and set out on a path to quit sorcery altogether and become a better individual.
