This is the Robot Monk, they are advanced automata that have gained specs of sentience during their time in service, but aren't quite cognizant yet. What consciousness they have acquired has given them an incredible fixation in replicating the equivalent of Super Sentai shows, and Dragon Ball.
Despite their mechanical nature, they speak like hot-blooded shounen protagonists, but their programming can get overriden and they start speaking in a very monotonus, very standard robot voice.
