Otori Keisuke, 31. An long time friend of Haruka that is a politician and becomes the leader of the Denshu Company. He's kind and gentle to everyone, though Haruka would call him a bit naive sometimes, but appreciates the warmth he manages to give off even in tough situations. Under all that he has a strong will to live a live of honor, and a wide range of knowledge in not just military tactics, but medical, and even western tactics. He also is very passionate about western culture.
