Polished, composed, and unnervingly calm, he treats survival like accounting: everything has value, everything has balance, and everything is recorded. While he presents himself as neutral infrastructure, Vault is deeply embedded in the city’s survival economy and knows exactly how dependent everyone is on systems they cannot escape.
