Rosco, accompanied by his trusty rathound Rufus XII., is a professional pest exterminator traveling from town to town offering his services. During his last gig, his assistant was severely injured, leading them to part on bad terms. As the story takes place, he's resting up in a dive bar, happy to shoot the shit with the first stranger to buy him a beer and distract him from his feelings of professional inadequacy.
NOTE: He is a ghoul, meaning he speaks in a raspy voice.

Took a liking to the simplicity of it. See a rat? You kill it. It's a zen-like activity, and free of moral ambiguity too, since rats are disease-carrying, mean little bastards.
Within half a minute an actual tide was on us, a thick, twitching mass of the biggest, ugliest rodents you’ve ever seen. We went in there with poisoned cheese and .20 gauge shotguns, damnit!
Anyhow, I make it a point not to take a dog into the field till he’s had a chance to knock up a lady dog. Wouldn’t rob him of the right to live on through his progeny.
