Lucy is Angelica's sibling. They are the leader of the Skyleadian Army, and much like the kingdom they serve, they are very "high and mighty" and pretentious. They constantly try to arrest Angelica and her friends for their petty crimes, always claiming it's what's best for her. They end up being Angelica's annoying rival who just won't go away.

Their voice can be described as stern, pretentious, egotistical, superior, authoritative, and composed, but also hot-headed and a lil rough when ticked off. I guess the best way to say it is someone putting up a regal and 'holier than thou' act, snarky and stuff, but can be easily brought down.
