In the not-too-distant past, The Shepherd was a political idealist and ran a humble repair shop. His orations started far too many riots. He began bribing and extorting various government officials to continue his work. Despite the repeated warnings, he was sentenced to the Abyss. A dark prison with no escape. Refusing to accept his imprisonment, The Shepherd gathered sympathetic people around him, promising an escape. But that promise was quickly broken. As things drifted from bad to worse, he abandoned his own people. Leaving them with nothing but false hope. The Shepherd has embraced a life of deception, greed, and apathy. Leveraging hope for personal gain. Through this moral sacrifice, The Shepherd seeks to escape the Abyss for good and continue his crusade against the Empire.
