He is deliberately written to be disliked by the audience and without going into spoilers his past is disturbing (he's done some terrible things)

Brother Raphael is a long-standing member of One Mother’s Order and the Governor of House Blackthorne. He carries himself with the confidence of a man who thinks has rizz. He does not. He’s basically the town pervert. Every place has one.
Raphael’s eyes are a problem. He looks women up and down slowly, openly, and with zero shame. He makes it painfully clear he thinks women exist for his consumption.
He speaks in an overly dramatic, flowery way, like he’s constantly performing to an imaginary audience. His flirting style is what happens when alpha-male confidence collides with fantasy language. Gross pickup lines like, “Raphael sits so sweetly on your tongue.” Yes. He says this. Out loud.
He showers One Mother and the Council with exaggerated praise, theatrical flattery, and fake devotion, hoping someone will finally notice him and tell him he’s special. People do notice, but not the way he wants them to.
Young women avoid being left alone with him. Men dislike him on sight. Everyone else clocks him instantly as “that guy.”
Raphael fixates on Allinor the moment he sees her and immediately decides she will want him. Her visible discomfort, avoidance, and complete lack of interest do not register. He takes it as encouragement. He invents excuses to get her alone, to linger, to “have a private word,” usually framed as official business or fake concern.
He is especially obsessed with getting her to visit House Blackthorne. Alone. It's never subtle. It is never appropriate.
Part of the reason Raphael gets away with so much of his behaviour is simple. His relative sits on the Silent Council, which operates above One Mother. It’s never stated outright, but the protection is obvious.
Raphael wants sex, status, attention, and he believes he is entitled to all of it. He uses whatever sleazy, manipulative tactics he thinks count as flirting, fully convinced persistence is romance, and refusal is just playing hard to get.
