Background
You can find him in the Ultra-luxe as he's a member of their society. He was born into it and he hates it. Luke tries to fit in with the rest of them and normally that works but whenever Penelope is around he fails to put on his mask.
Sidequest
One of the people you can couple with Penelope. His voice should be just as snobby as the rest of the White Glove Society, except when he's talking to Penelope. When he talks to her he should sound nervous.
''Trying to elevate your status by being seen with me? It won't work.''
''The Kings? They're not bad from what I heard. With that, I mean what I heard from some of the gamblers around here. Seeing as the White Glove Society sees them as nothing but filth. So don't tell them what I just told you. I will never hear the end of it.''
