If you don't already know who Storm is I'm gonna put his character bio from Sonic Channel for safe keeping.

Sonic Channel:

The heavy tank of the Babylon Rogues! Although he lacks intelligence and is not good at detailed logic, his power is strong enough to break rocks.

He is loyal to Jet more than anyone else, and is truly devoted to him, but because of this, he often acts recklessly, which results in Jet being angry with him.

Although he has a quick temper, he is sluggish and likeable in some respects.

Now with Storm he's a though guy through and through. He especially isn't stupid maybe a little slow but never stupid. He can tell when something dumb is happening and can even get very nervous and stutter at times. He is all Bass and nothing else he is the muscle after all and pretty up there in age.

Look to the Japanese to find more about his vocal range.
