Meow is one of the founders of the notorious Syndicate, the Musicians of Bremen. After hearing the music of a destructive monster called the Pianist, they went crazy and began making music out of people, with the other three members being invited to join the Reverberation Ensemble. The three remaining members head to the Library on invitation and get booked for their efforts. Meow acts in a very cutesy and adorable manner, but it's very clear she's unhinged by how into it she gets with her music.
For this role, I'm looking for a medium-high voice able to sound unhinged and cute - Harley Quinn is probably the most modern comparison. By that extension, you may use a fitting accent for her, but it's not required. In particular, I want her insanity to be able to come out when reminiscing on the Pianist's destruction - her twisted idea of "music" is one of the biggest showcases of her crazy side!

[Playfully insulting her coworker's performance.] "Oink, if you keep getting distracted by petty concerns like that and half-ass your part, I’m gonna use you as my instrument. We can’t let some little thoughts disturb our performance already. You guys are still new, so you’ll have no idea the troubles we had to go through to perform back in my day~"
[Gleefully reminiscing on the Pianist's destruction.] "That grand and majestic piano made of one hundred thousand people... The lovely sound created from each stroke of the tendons. It made me realize how beautiful the sounds a human can make in the hands of the right performer~"
[Musing on the founding of the Musicians of Bremen.] "Heehaw, Doodle-doo, Woof... and me. The four of us were moved to the core by the Pianist’s performance. To recreate the performance half as splendid as what we heard that day, we formed the Musicians of Bremen to study the music."
