Okita is Fran's cat-bodied... Friend? Assistant? Test subject? The exact specifics of their relationship aren't clear. Regardless, he's a human head sewn onto a cat body, and a recurring character throughout the series. I picture him as having a sort of 'generic anime guy' voice, but, again, just do whatever you think works!
My, what a rude little man. A monster? Don't you see that Fran is the professor's ultimate masterpiece? If that girl felt like it, it would be child's play for her to bring your son back to life. After all, it's because of her that we're able to live at all.
