Kotetsu is one of the elite ninja that the Hokage uses in order to run the day to day activities of the village. He, like many higher ranking ninja, is intimidating at first glace. However, he is carefree and mildly irresponsible, and likely to sometimes shirk his duties due to not believing that their work is as important as that of those that take on combat missions.
