Haiji Towa is the leader of the adult resistance that is in the sewers. He is also part of the Towa family who runs Towa City, but he lost all power he had due to the riots. He is a self proclaimed lolicon, and most people who call him a coward for not taking action against the kids sooner then he does. Haiji Towa has a mid-low range to low range voice. He is pretty aggressive and sometimes loses his sanity.
