Noelle is awfully timid, unable to fully express her concerns and discomfort without issue. When she's comfortable, she is very friendly and peachy. That being said, she has a strange fascination with things that scare her, including Susie.
Being the idealized girl next door, her voice is cheerful and warm, though sheepish and stuttering when nervous.

(Happy) Hey Kris! Did'ja lose your pencil again? Here, you want the candy-cane one (gushing) or the one with lights on it~?
