Carver is an ex-convict at the NCRCF. Having broken out of prison, he seeks work in the local area so he may have have money to put towards food and other necessities that he's lacking at the NCRCF. He may not be the toughest guy around, but he's the easiest to recruit as a bouncer for the Powder Ganger Bartender as he doesn't require a skill check.
