Time Man is one of the two experimental Robot Masters activated in secret by Dr. Wily.
As the name implies, Time Man is all about time. He has an obsessive when it comes to timeliness and schedules, having everything mapped down to exact milliseconds, and not very appreciative of those who he deems as wasting time. He's very straight to the point and can be very overbearing when interacting with others.
