Dekapan is know as being a 40 year old guy that goes on random adventures; relatively he is a harmless character until he gets mad or wants to win/he likes hotels (if you watch the show you will understand what i'm saying)
He's voice would be a lower tone voice but I don't have much of a idea so try what ever voice (as long as its not like a chipmunk)
