Sindrenen is the Summerset Isles envoy to Cyrodiil, residing in Anvil. When the Player arrives to ask for aid for Bruma, he will not be willing to grant the request unless the Player has a high enough fame. After the criteria is met, he will be more receptive to sending soldiers to Bruma.
