The Delegate: A Listening Experience
Azakaela for Raphael (Ralph) Monroe
A 30-50 year old head of state. He has spent his life in politics and is highly aware of the mistreatment of the people. Monroe is the leader of the state of Cloventire. He has spent years crushing out rebellions and stopping riots and protests. He is not blatantly "bad" or "evil", but instead calculated and critical of the cost of a full scale rebellion. His driving motivation for his silencing of civil liberties is to prevent the mass loss of life from a possible civil war.
