As much as I love Kevin Michael Richardson, and I do love his voice work,

THE voice of the Shredder has to be Scottie Ray from the 2003 TMNT show.

Oroku Nagi is Shredder's older brother so since they are siblings, it would be best if they share similar voice patterns. But like Splinter and Hamato Yoshi, they need to have some sort of separation of each other.
