Victor is in his fifties, could be early sixties if you wanted but don't make him sound wise like the overseer. He is strict and stern and does not like the fact he is forced to give Toby special treatment. When Elena revokes this he doesn't hesitate and removes it without delay putting Toby in with the other prisoners. Then she demands more and he also does not like this either but has no choice to go along with her demands. He ends up just wanting rid of Toby, even if it means he leaves in a coffin.
I am not sure whether Victor is only short term or not yet, he may be back later or he may leave in a coffin himself.

I have looked over your statements and the reports sent in with your paperwork and I must admit I am surprised he has such an interest in someone accused of murder. This is none of my business in any way but out of curiosity why is he asking me to give you special treatment?
I see, the Imperials. I have heard of them, they have not been around long enough to make a name for themselves, good or bad. They do however work directly for the Overseer and the council so you could have a point there. I will admit I do not like to single out prisoners, especially treat them any differently. There are two reasons people are in here. One is to serve their punishment for crimes committed and the second is to await trial and that normally leads back to the first. I have no choice but to agree to his demands however I will only agree on the basis that this is only temporary and once your trial is over, if you come back here, you will be equal to the prisoners. Do you understand?
