I think I can summarize the voice and character of Buggy in one word : "Joker".

If that wasn't enough try to sound like the cocky, over the top cartoon Joker's the ones with the higher voices, and when you got that down then you can do his voice.

He get's offended if you call his nose a rubber nose.
