Oliver is very official and very stern, he follows the rules to the letter. He scoffs at those who do not know the rules of the prison, it matters not whether they have been here before or not, he believes they should already know.
Sorry but if you are neither a prisoner or an officer you are not allowed to step foot on prison grounds without the governors exception. You only get that if the prisoner is dead in order to collect his belongings or if the prisoner is either suicidal or deemed to be at severe risk.
(scoffs)
