The advisor of the Hoshidan government (and also that one guy that everyone forgets because he has minimal screen-time).
He is older than most of the cast so a lower register and perhaps even a tad of rasp would be a nice touch to this character. The English dub already does a good job representing this character albeit his mannerisms are a tad strange. I would like something closer to the Japanese dub but in a slightly higher pitch.

This battle is truly lamentable. It would have broken Lady Mikoto's heart to watch these events unfold...
