This character is an Oracle who exists in a grand library in which they grant visitors any knowledge they wish, at a price. The voice should be mysterious and intelligent sounding.
When it comes to the nature of the universe, there is a ruleset that all of existence are inclined to follow.
For the simplest of these rules state that time must move forever forward. It is a line, a rail. Pausing or speeding up the flow of time, even stopping it completely, is wholly possible.
