Snake Oil Merchants are con artists. Selling "elixirs" of healing and longevity that often result in killing or sickening whoever ingests the concoction. They are widely hated in the west, and often times are run out of town with bullets whizzing over their heads when they are caught in the act of conning the town.
This merchant is attempting to con the people of Novac into buying his false promises in a bottle. Only, the people of Novac are wise to his schemes, and intend to do something about it.
