Promise is less of an antagonist, and more of a full fledged hedonist. She's willing to betray anyone as long as it means she gets to preserve herself, she believes that survival is all that matters.
She's roughly in her late twenties, and is a bit of a sociopath, she feels things for certain people, but it's rare to see her express any sort of sentiment. She is present for a large majority of season one and two.

"If I cared about every starving family with a sob story, I wouldn't be that good at my job, would I? Listen, we can sit here all day lamenting about those that have fallen, but the only thing that's good for is adding more dead soldiers to the list." - Careless, probably just partook in the murder of a strayed family.
"In life, there's bad men, and then there's good men. People like confusing the two, acting like bad men can be good, and good men can be bad. I like to think of it like a salad, I've seen saints who have turned to murder, and rape. And criminals who turn to helping cancer-stricken children, morality is just a choice." - She's explaining her ideology in the best way she knows how, contemplative.
