Wastelanders are the general inhabitants of the Capital Wasteland. They perform a variety of roles, from merchants and caravan guards to scavengers and scientists. 

This Wastelander is standing alone in the open initially in Springvale, before his wife comes out. Revealing she found an intact pre-war dress. At first, he is stunned. But when she attempts to mess with him, he waves off her attempt and allows her to keep the dress.
