To put it simply, Lum is a moron. He cares more about his image than actually ruling the colony. But he's a moron with power and access to guns. He had come to Vertumna on a mission to arrest the original colonists. He's the leader of the war on nature and is intent on killing of every native flora and fauna on the planet. While he presents himself as a buffoon, his hatred toward the colony turns him into a cold, calculating killer.
