NO Accent, unless you count American. BUT I would like it if someone could put a sassy black woman accent to her but its not required. Or maybe southern.
Cecile is one of the primary female members of the mafia under Sayaka. She is the fashionista type. She is big into clothing, and accessories, and just the whole industry. She is also a very hyper-sexual character, though its unclear whether she is promiscuous or not. However, she sure acts sexy and alluring. She basically flirts with any attractive male, and will flirt with a female if it’s beneficial.
She had a medium medium low sassy voice.

  • [flirty] Well Hellooooo there. Aren’t you cute. *giggle* My name is Cecile….and you are? [pause] Mmm, a cute name for such a cute man. *giggle* Catch me alone later, I can make you smile….

  • [huffy] Well now, that’s just rude!! Hmph, maybe you aren’t as cute as I thought!! You may be hotter than lava/blazes, but you’re attitude is as nasty as a blizzard, and that just ruins the whole package.
