The Mad Doctor was once a loyal ally to Oswald and the other forgotten cartoons, building animatronics to help construct and defend Wasteland. However, after discovering the presence of the Phantom Blot, he betrays Oswald and aids the Phantom Blot in destroying Wasteland.
In Epic Mickey, his grunts are provided by Dave Wittenberg. In the sequel, he's voiced (and sung) by Jim Meskimen. He has a strong Russian accent that may appear to be funny and innocent, but is really of betrayal and deceit. I would look up the cutscenes from Epic Mickey 2 to get a better idea of what he sounds like (and no, you don't have to sing in this comic drama).
