This is Captain Miller after he has been transformed into a living metal female form. However his mind is later completely taken over and takes on a emotionless personality.
In terms of voice it should be somewhere around the early 20's range. You should be able to voice a female sounding Miller and do a emotionless like doll voice as well.
The entirety of the comic can be found at this link for reference. It should help give an idea of both personalities. Odds are your voice will have a light metallic filter over it in the final. While not require you are welcome to apply a light metallic filter to your voice if you feel it will get the point across.
