Katsu looks to be about 26-years-old in human years, but is actually another demon. He's basically the surface antagonist of the show. He is the murderer of multiple young women with corrupt souls. He gives the souls to someone he is working for. Their mission is to overthrow Lucifer, the leader of Hell, so that they can become powerful new leaders that are more efficient. Katsu used to be a Demon General before the plan was set into motion and he was sent to Earth to take corrupt souls. He basically volunteered for the job due to his deep hatred for humans. He enjoys teasing them before their deaths, and can be seen as a little insane from a third-person standpoint. He is calculating, careful, a little crazy, and mysterious.

Now, aren't you a lovely one? Just like the last one...you remember her, right? Because I remember smelling you there. (The typical "You're crazy!!") I'm crazy? Well, a warm welcome to the club, then. I'm not the only one who's hurt other people. Who was it? What was it you did? Murder? Mame? Steal? It was murder, wasn't it? Mm, yes, a little one like you murdering someone. How delicious!
(Katsu is inside a victim's car and is told to get out.) Why? Am I not allowed a free ride? Your driver seemed to think it was a great idea. (He gets shot but the bullets take no effect.) Oh, Mr. Morris, where are your manners? Take me to dinner first! Haven't you ever heard shooting on your first date is...a sin? Well, at any rate, enough chit-chat for now.
(Hotaru challenges him to fight.) You want to fight me! Oh really? And who's saying so? Some little Agent of Havoc who thinks he can beat me? Are you serious? Me against you? You'll be the easiest thing I've fought in years. (He gets out his weapon.) Won't this be fun?
