Rouge (She/Her) is the Ultimate Villain. She's cold and bitter, assuming the worst intentions from everyone. She is capable of empathy, being willing to negotiate and help others if they show they're not a threat.

She's AFAB. Feminine or female voices preferred.

She has a middle pitched range. She frequently speaks lower and more monotone when upset, while more freely when she's comfortable.
