Justin is a significant character making his return appearence from the only series, an old friend of Jake and ex-member of his crew, currently serving several consecutive life sentences in a federal state penitentiary. 

In his mid-twenties and hailing from New York, Justin is a loud-mouthed lunatic with a heart of gold, often drunk & high, or raving like mad; he is an extremely dangerous brawler and gunman but overall good guy when you get to know him. And get past his habit for spounting nonsense.
