Evil is... well... evil. He's the leader of Dark Blue, a rival to Steel Hearts. He's the only character in the game who actually has a voice. His character will do a laugh every now and then. The only clip of it I could find has terrible quality, and I'll try to update it later, but you can listen to it here. I'm not asking you to mimic the voice exactly, but you'll probably need to do the laugh in a similar way.
